the time of my Government, as well as that of my Predecessor,
neither by

Excellency's
communications, as to the
conduct of yourself, have
doubts been raised
as to the right of the Courts of this Colony
to take
cognizance of offences committed therein by
British
subjects; nevertheless, I have thought it my duty to transmit to Your Excellency (as was before done by my Predecessor) the enclosed Copies of official Communications received by the Government from that of
